This is not a final decision on the dispute. The Court found the High Court's dismissal cryptic and improper because it never dealt with the reliefs actually sought. It set aside the High Court's judgment and sent the writ petition back to the High Court to be considered on merits. The Court said it had not expressed any opinion on the merits of the case.

Lesson Learnt

There is no final ruling yet on whether the acquisition should be quashed or treated as lapsed. A High Court must address the substantive prayers before dismissing a writ petition.
